Should I have smiled or at least looked at him?

I was walking in the city (on a footpath) lol. And this guy was walking towards me. He look at me from afar, then just before we ped each other he turned his head and stared directly at my face. I felt his eyes on me but I didn't do anything because I got kinda shy and felt weird. Should I have smiled or at least looked at him.
